Does a finished basement need an egress window in Ohio?

A lot of Scioto County basements from the 1950s and older have nothing but small hopper windows, which do not come close. What size does the window have to be?
The opening has to give a firefighter in gear a way in and your family a way out. The numbers are specific:
- 5.7 square feet of net clear opening (the actual hole when the window is open, not the frame size)
- At least 20 inches of clear width
- At least 24 inches of clear height
- Sill no more than 44 inches above the finished floor
Below grade, you also need a window well at least 9 square feet with a 36 inch projection from the foundation, and if the well is deeper than 44 inches it needs a permanent ladder or steps.
What does an egress window cost around Portsmouth?
Cutting a new egress opening into a poured or block foundation is real work: saw the wall, dig the well, set the window, backfill, tie in drainage.
